As the Talent Acquisition Director of one of the largest school district’s in Colorado, the successful candidate will possess a deep understanding to the full recruitment lifecycle, best practices for selection, employment law, collective bargaining agreements and pre-employment protocols.   In addition to leading a large team, you will be responsible for designing and implementing organization wide strategy and programs; as well as driving departmental training and culture initiatives.    Key to your success is the ability to be highly collaborative and implement creative solutions regarding recruitment  by leading with emotional intelligence, a technological aptitude and a service support mindset to deliver high quality customer service in our evolving district needs.

SUMMARY Responsible for all aspects of District employment including classified, licensed, administrative and substitute recruitment and hiring.  These responsibilities include planning, developing and implementing recruiting strategies; providing quality candidates for administrative, teacher, classified, and substitute employment; managing the District hiring process; supporting applicants, employees, and managers with their employment and human resources needs; collaborating with Employment Records on the job classification process; developing and updating job descriptions;  managing the background check processes; managing the on boarding process for new employees; and directing the review of credentials for new and existing licensed employees as defined by the Colorado Department of Education.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Direct administrative, teacher, classified, and substitute recruitment and employment processes.

Develop recruitment strategies and evaluate processes to establish diverse, quality applicant pools. Establish relationships with colleges and their educational preparatory programs to establish a talent pipeline for Jeffco and to impact teacher prep programs. Direct student teaching processes including selection, placement, and support to provide a pipeline of qualified teacher candidates.

Partner with Employee Records and Budget Department on position management activities including Human Resource planning, advertising, and position descriptions throughout the District.

Implement Board policy; negotiated agreements; and local, state, and federal legislation in all employment matters.

Partner with Employee Records to determine contract types and compensation for licensed administrators, teachers, classified employees and substitutes.

Oversee licensure compliance, background checks, and highly qualified review for licensed administrators, teachers, and substitutes.

Manage Human Resources Welcome Center to provide one-call resolution for applicants and employees.

Supervise Jeffco’s physical and drug testing programs including strategic direction of program in coordination with risk management; vendor selection and management; all billing and payment activities; and development of metrics and results measures.

Supervise the fingerprint process for non-licensed hires in the District.

Represent the District leadership on association boards and committees. Serve as Jeffco’s representative to CASPA, Colorado Association of School Personnel Administrators.

Develop, update and monitor Human Resources employment website.

Direct District leadership on hiring procedures and requirements. Support principals with their employment questions and personnel issues.  Partner with Achievement Directors on hiring of school principals.

Partner with Employee Records and Employee Benefits to on-board all new employees.

Implement Equal Employment Opportunity Programs.

Develop and allocate Employment Services budget.

EXPERIENCE  5-7 years’ experience in Human Resources, preferably in a school setting. School-based experience as a principal will be considered in lieu of direct HR experience.

EDUCATION AND TRAINING Bachelor’s degree required; relevant Master’s degree preferred. Prefer coursework and/or certification Human Resources Management (PHR or SPHR certification).

CERTIFICATES, LICENSES, REGISTRATIONS  Colorado Principal or Administrator License desired but not required. Will consider candidates holding teacher license if education and training qualifications are met.

SKILLS, KNOWLEDGE, & EQUIPMENT  Requires experience in human resource management. Prefer experience with PeopleSoft Human Resources Management System. Knowledge and use of policies, procedures, employee contracts and understanding of employment laws and regulations and collective bargaining.  Knowledge of school leadership, supervision, teacher employment, and performance evaluation.  Demonstrated conflict management, problem-solving, resource allocation, prioritization, data analyses, collaborative decision making, relationship building, group facilitation, writing and speaking skills.
